There are several options to choose for SIM chips working in Latvia.
If you will be visiting Latvia over the months, we do recommend that you open a Bank Account at SwedBank as their Internet banking is very easy to use. www.swedbank.lv and it works well refilling mobile and Internet SIM chips.
The best overall SIM chip due to coverage area, quality of service, etc is the OKarte chip from a company called LMT

This basic chip may be purchased at any Newspaper shop for 1.00 Ls. The chip may be recharged also at the NewsPaper shops or by using a Latvian Bank account suggested above.
The OKarte chip also works worldwide after one usage within Latvia. It can be recharged using Internet banking from your Latvia bank account.
The second option is from a company called Bite www.bite.lv
Their comparable service to the Okarte chip is called BiFi (be Free)
Bite also as an excellent 3G modum chip USB device from Vodafone< --- This is what I use
there are other service providers but overall the LMT OKarte and the Bite prepaid are the best choices. mobile internet "Vodafone Mobile Connect"
Again, both of these basic SIM chips may be purchased at any Newspaper shop - and the Bite USB mobile internet "Vodafone Mobile Connect" may be purchased at the Bite store just 3 blocks from Hotel Reval Latvija at the corner of K. Barona and Merkela next to the Riga Circus.
