1. Purchase a prepaid calling card at a newspaper stand. Scratch off the code, dial an 800 toll free number in Latvia, enter your code and the number you are calling.

You may then use this calling card at any local phone including PayPhones. For non Toll Free calls, Pay Phones in Latvia require a separate phone card with a prepaid chip that is inserted into a payphone. These may be purchased at newspaper stands, too.

2. Purchase a prepaid GSM phone chip and use in your unlocked GSM phone. There are several providers:
